Work Incentive Effect on the Working Poor in the Second Revised Earned Income Tax Credit -Analyze Work Incentives by Household Employment Type-

Abstract
While there has been much research conducted on the work incentive EITC, the research assuming the differences are across household and labor type remains limited. This study examines the relationship between the increase in days worked by earned income households and the increase of EITC benefit in Korea. The most recent reorganization of the KEITC occurred in 2019, more than doubling the number of beneficiary households. However, the general consensus is that the KEITC system¡¯s basic framework has not changed significantly since the 2013 reorganization.
(Korea Statistics, 2022: Hong, 2021) As a result, in this study, we will examine the KEITC and its implications from 2008 to 2016, the most transformational period. The results reveal that the working days of the temporary labor without a single household increased mostly, followed by temporary labor in single households, fulltime labor within a single household. This implies an additional expansion of the KEITC to target households in temporary jobs, the group that exhibited the largest work incentive effects.
